SAP (Standard Assessment Procedure) is a Government calculation method used to determine the energy rating and carbon dioxide emissions for a residential dwelling. Under Part L1A of the Building Regulations, SAP has been mandatory for new build dwellings since April 2006, where the Dwelling Emission Rate (DER) must be lower than the Target Emission Rate (TER) to pass. Once the build is complete an Energy Performance Certificate (EPC) for each dwelling is produced, which is a legal requirement under the Building Regulations and a condition of sale or change of tenure. SAP can also be used as a tool for extensions and conversions under L1B.
